In case you're wondering the total amount of consumer debt in the United States stands at nearly $2.6 trillion dollars - and based on the latest Census statistics, that works out to be nearly $8,500 in debt for every man, woman and child that lives here in the US.

Teens who pledge to remain virgins until walking down the aisle are just as likely to have sex before marriage as those who don’t promise abstinence, and are less prone to use birth control pills or condoms when they do, a new study published in the January issue of the journal Pediatrics says.

Study author Janet E. Rosenbaum of the Johns Hopkins Bloomberg School of Public Health looked at data collected from an estimated 3400 students who had been virgin or taken a virginity pledge in 1995.

She drew a comparison between 289 youngsters who were 17 years old on average in 1996, when they took a virginity pledge, orally or in writing, and 645 who didn’t vow to refrain but were otherwise similar.

The results showed that taking a pledge “doesn’t seem to make any difference at all in any sexual behavior,” Rosenbaum said. By 2001, 82% of students who had taken a pledge had withdrawn their promise. Besides, there was little difference in the number of participants in both groups who had had sex, the age at which they lost their virginity or their number of sexual partners, the study found.

Researchers also found that the percentage of students who protected against pregnancy was 10 points lower for those who had taken a virginity pledge.

According to Sarah Brown of the National Campaign to Prevent Teen and Unplanned Pregnancy, "this study again raises the issue of why the federal government is continuing to invest in abstinence-only programs."

Earlier studies disclosed that virginity vows decreased sexual activity in teenagers ages 12 to 17.

BEIJING, Sept 25 (Reuters) - Chinese regulators have told domestic banks to stop interbank lending to U.S. financial institutions to prevent possible losses during the financial crisis, the South China Morning Post reported on Thursday.

The Hong Kong newspaper cited unidentified industry sources as saying the instruction from the China Banking Regulatory Commission (CBRC) applied to interbank lending of all currencies to U.S. banks but not to banks from other countries.

MOSCOW - Russian scientists are evacuating a research station built on an Arctic ice floe because global warming has melted the ice to a fraction of its original size, a spokesman said.

The North Pole-35 station, where 21 researchers and two dogs live in huts, will be taken off the floe in the western Arctic Ocean this week instead of in late August as originally planned, said Sergei Balyasnikov of the Arctic and Antarctic Research Institute in St. Petersburg.

The research crew landed in early September on the 1.2- by 2.5-mile floe near the Severnaya Zemlya archipelago. During its westward drift of more than 1,550 miles, the floe shrank to just 1,000 by 2,000 feet.

PARIS (AFP) - New evidence has emerged that a large plate of floating ice shelf attached to Antarctica is breaking up, in a troubling sign of global warming, the European Space Agency (ESA) said on Thursday.

Images taken by its Envisat remote-sensing satellite show that Wilkins Ice Shelf is "hanging by its last thread" to Charcot Island, one of the plate's key anchors to the Antarctic peninsula, ESA said in a press release.

Donations of organs like hearts and livers are regulated zealously, but when it comes to human tissues -- ligaments, tendons, bones, skin and other body parts -- there is little oversight. This situation worries a growing number of experts, who fear that improperly handled tissue can transmit dangerous or even lethal infections.

A 23-year old student in Minnesota, Brian Lykins, died in November, after being given donor knee tissue the Centers for Disease Control and Prevention later determined was infected with Clostridium sordellii, a close relative of the bacteria that cause gas gangrene. Since his death, the centers have turned up six more cases of clostridial infections in knee surgery patients around the country.

KANDAHAR, Afghanistan (AFP) — About 500 Taliban rebels have massed in two villages near the Afghan city of Kandahar, a police commander said Monday, as security forces prepared for an operation against them.

"More than 500 Taliban have massed in two villages in Arghandab district," which is not very far from southern Kandahar city, Sayed Agha Saqeb, provincial police chief told AFP.

"We're preparing to launch an operation on them," he added.

The police chief said "tens of families" fearing fighting in Nghan and Char Kolba villages had already moved to the city.

He would not confirm whether the group of Taliban included 400 rebels who escaped from a jail after a brazen attack on Friday.

Taliban militants used suicide bombs to help free more than 1,000 prisoners including hundreds of militants.

Afghanistan's defence ministry and the NATO-led International Security Assistance Force in Kabul said they were redeploying troops to respond to a "potential threat" from the escaped prisoners.

Defence ministry spokesman General Mohammad Zahir Azimi said several Afghan army units were dispatched and more units were on their way to the restive province.

NATO officials said the force was "redeploying to meet potential threats" from escaped Taliban rebels.

$50 a Barrel Oil Forecast for Next 25 Years

WASHINGTON, DC, December 12, 2005 (ENS) - Oil prices will remain near the $50 per barrel mark over the next 25 years, increasing the pressure for more domestic crude oil production and increasing the demand for unconventional sources of transportation fuel, such as ethanol and biodiesel, says an annual federal government report issued today.

The report backs away from last year's prediction that the price of crude would fall to around $33 per barrel by 2025.

World crude oil prices are projected to fall to about $47 per barrel by 2014 in constant dollars, not adjusted for inflation, according to the 2006 Annual Energy Outlook published by the Energy Information Agency (EIA), the independent statistical and analytical agency within the U.S. Energy Department.

In addressing this matter, it is important to understand the nature of posted prices and the problems posed by using this measure to ascertain market value for federal oil and gas. Posted prices are set by the marketing or refining arms of oil companies as an offer to buy crude oil. Posted prices are not an obligation to buy, but merely a reference point or starting point for negotiating a market price on the open market. Frequently, premiums are paid above posted prices in non-affiliated transactions. Based on our analyses of company transactions, we know that these premiums can range from $0.25 per barrel to $2.00 per barrel. However, when the producing arms of large integrated oil companies (the lessee) transfer oil in-house to their marketing or refining arms, they typically pay royalties on their posted price. In other words, some oil companies have been selling oil at one price and paying royalties on a lower price. This is unfair to the American taxpayer, and it violates the basic principle that royalty must be paid on no less than gross proceeds.

Investigations by an assortment of concerned parties have confirmed the inadequacy of posted prices as a basis for valuing production for royalty purposes. A number of States (e.g., Alaska, California, New Mexico, Texas, and Louisiana) have brought suit against several major oil companies primarily for basing royalties, severance taxes, and other payments on posted prices that are below market value, and have received settlements ranging from tens of millions to billions of dollars. At least seven class actions against the industry have been filed on behalf of private landowners over the past two years. One of these has been settled for several million dollars.

In February, the Department of Justice (DOJ) announced it would intervene in qui tam suits against four major oil companies accused of undervaluing oil production from Federal leases and, in May, DOJ added a fifth company to its investigation. In addition, the Department of the Interior, has issued bills for $257 million as a result of audits for the period 1980 - 1995 on undervaluation of crude oil royalty payments in California alone. We are currently auditing oil royalty payments on all other Federal lands.

The Caribbean Monk seal (or West Indian seal) has been announced extinct on Friday. This comes as a shock (at least for me - and many others), as this is the first seal species announced extinct due to human activities; now, it will only be seen in drawings.After five years of futile efforts in which not even a single sighting has been reported, the U.S. declared extinct, and also declared that no other seal species has been extinct because of us. This probably (and sadly) opens the way for more such species to become extinct - unless something changes.
